Sussex County MUA Landfill Phase 3 – Design and Construction Quality Control

​Our firm was responsible for planning, design, permitting, bidding, and construction phase services for the 17.5 acre Phase 3 Landfill Cell at the Sussex County Municipal Utilities Authority’s Solid Waste Landfill. By employing special design techniques and utilizing state-of-the-art materials, our firm was able to double the capacity of the cell and extend the life of the landfill – without increasing the height of the cell above the previously approved maximum. The project was successfully completed within budget and a strict schedule as dictated by the remaining useful life of the preceding cell.

Pollution Control Financing Authority of Warren County – Landfill Cell 5 Quality Assurance Services

Our firm was retained as the Construction Quality Assurance (CQA) firm on the construction of the Authority’s Cell 5, in accordance with N.J.A.C. 7:26-2A.7(a)7. Our responsibilities included onsite inspection during construction of containment and leachate collection systems, and performance of all audits of the quality control inspections to ensure proper implementation of the design and permit requirements. Our firm witnessed subgrade, liner, and leachate collection system construction. We attended all construction progress meetings, reviewed the Construction Quality Control inspection reports, test results, and other related documentation, and communicated regularly with the NJDEP.

Sussex County MUA – Landfill Section 2 Cap Design and Construction Quality Control

Our firm provided planning, design, bidding, and construction quality control services for the Section 2 Final Cap at the Sussex County Municipal Utilities Authority’s Solid Waste Landfill. This second section of the landfill closure consisted of the remaining uncapped portion of Phase 1B and a portion of Phase 2A, totaling approximately 7.4 acres.

Sussex County MUA – Landfill Phase 2B Design and Construction Quality Control

Our firm provided planning, design, permitting, funding application, bidding, and construction quality control services for the Phase 2B Landfill at the Sussex County Municipal Utilities Authority’s Solid Waste Facility. While prior landfill cells incorporated natural clay, which was expensive and difficult to place, the Phase 2B cell was the first at the landfill to employ a double composite, completely geosynthetic liner system consisting of GCL, geomembrane, and geosynthetic drainage net. This resulted in a more cost effective and environmentally sound system.
