Engineering Progress for a Cleaner Community
CP Engineers, Architecture and Environmental Services is proud to continue supporting the Port Royal Municipal Authority (PRMA) as the Authority’s appointed engineer, advancing critical upgrades to the Bergstresser Wastewater Treatment Plant and 1st Street Pump Station. Building on our initial role supporting cb3 Solutions, LLC, CP Engineers is committed to bringing this legacy project to completion.
Addressing Consent Order & Agreement (COA) Requirements
PRMA entered into a Consent Order and Agreement (COA) in response to sanitary sewer overflow (SSO) and permit violations at the wastewater treatment plant. Notably, the SSO at this facility is among the last remaining in Pennsylvania, making its elimination a high priority for both the Authority and state regulators.
Since joining PRMA, engineer Brian Book, PE, has worked diligently to resolve these longstanding issues. The Pennsylvania Department of Environmental Protection (DEP) began focusing on the SSO in the early 2000s, and, most recently, PRMA executed a new COA on August 7, 2023.
Securing Funding for Major Upgrades
In 2023, PRMA secured significant project funding, including:
With a combined total of approximately $4.19 million, these funds are dedicated to meeting the conditions outlined in the COA and ensuring compliance for years to come.

Looking Ahead
CP Engineers is honored to help PRMA eliminate one of Pennsylvania’s last remaining SSOs and to support the Authority’s mission to protect public health and the environment. With robust funding in place and construction beginning in the near future, these upgrades will deliver lasting benefits to the Port Royal community.
Stay tuned for future updates as we work together to achieve these important milestones!
