As President and CEO of CP Engineers, Stan is responsible for the corporate management of CP’s business units and market sectors, as well as leading all administration, finance, staffing, budgeting, strategic planning, development of marketing sectors, and the overall growth and diversification of the firm.

Stan directs engineering and construction management programs for several of the firm’s clients.  His experience includes all phases of project engineering and management including feasibility studies, pilot studies, planning studies, cost estimating, economic analyses, design services and construction management.  He has provided professional services to governmental and industrial clients covering most spheres of facility and environmental engineering, water and wastewater management, capital infrastructure, and regulatory compliance.

Stan’s professional career began with a small local engineering consulting firm.  During his 26 years at that firm, he led it to record growth which eventually became recognized as one of the most prominent, regional, multi-state firms with diversified services and markets.  During his tenure, he has participated in and directed hundreds of public and private sector projects.  His work experience encompasses a diverse client base from municipalities and state agencies to the pharmaceutical and defense industries.  He led projects in municipal engineering, environmental remediation, land use analysis, engineering design, and construction management.  Today, Stan serves as the Principal-in-Charge for an assortment of essential programs and clients.  He possesses 35 years of professional experience in all areas of engineering, planning, architecture, environmental science, and construction management.

Lucy Weems is Executive Vice President and Chief Administrative Officer of CP Engineers, where she is responsible for accounting and finance, and a range of marketing programs. As a member of the Executive Board, she plays a crucial role in driving innovation that fuels growth for the company.

With over 30 years in progressive accounting, finance, human resources, administration, and management, her career has included roles with the Highland Lakes Community Association, Betts Environmental, Leyland Alliance, and Mountain Creek Resort. With an innate ability to manage multiple moving parts, streamline complex processes, and lead high-performing teams, Lucy is widely known for creating enterprise-wide efficiencies that result in bottom line growth.

In addition to adding value to multiple businesses and organizations, Lucy also owned and operated a local Limousine Service, where she spent the better part of a decade nurturing her entrepreneurial business management skills.

Meghan Burbank, LEED A.P. is Chief Operating Officer, where she applies her 25 years of experience in civil engineering design and project management.

Her experience comprises a wide array of expertise, including landfill design and construction; utility layout and design; hydraulic and hydrologic modeling for municipalities and private site development; and large- and small-scale commercial, industrial, municipal and residential land development design and permitting.

Meghan has led several project teams in completing both permitting, design and construction administration for water system improvement projects, site development projects, artificial turf system installation, gas collection systems, sanitary landfill baseliner and capping construction projects, and leachate pump station projects for sanitary landfills. I have been involved in the design of water storage, treatment and distribution improvement projects.

Aleksandra is Director of Sales and Marketing at CP Engineers. She specializes in growth strategy, business development, and partnership building across the engineering, technology, and government sectors. Aleksandra earned her MSc in Global Affairs from NYU and a BA in Political Studies from Queen’s University. Her experience spans roles with the New York City Economic Development Corporation, the United Nations, and the Consulate General of Canada, focusing on strategic innovation and community engagement.

As a Vice President of CP Engineers, Dave is responsible for client account management in the Civil/Municipal and environmental market sector.  Dave manages projects from concept through construction and oversees project teams.  He provides project management and engineering services to municipal and private clients.

Dave is a licensed Professional Engineer with more than 31 years of experience in civil/municipal and environmental engineering. During his career, he has managed projects for a vast client base including public, educational, and private clients involving infrastructure, facilities, and projects in the built environment.

Dave has provided engineering design and consulting services for numerous New Jersey counties, municipalities and educational facilities. He served as Board Engineer for the City of Orange Township Zoning Board of Adjustment from 2008 to 2014 and again from 2016 to present and the Planning Board from 2008 to 2014 and again from 2015 to 2019.  He has also been the Land Use Board Engineer for the Borough of Mount Arlington from 2019 to present.

Dave’s various and diverse experience encompasses analysis, design, and construction of civil engineering projects such as landfill closure, natural gas, water, and sanitary and storm water infrastructure. Furthermore, it includes building structural inspection and evaluation, structural design and analysis, geotechnical and foundation design, facilities management, recreation and athletic field design and layout, site plan and subdivision layout, grading, and roadway design. He also has extensive experience with watershed hydrologic analyses, hydrologic and hydraulic analysis and design for storm water management facilities, individual subsurface disposal systems, petroleum facility design, dam hazard classification analyses, dam reconstruction and rehabilitation, and floodplain determinations for non-delineated waters.

Dave’s environmental background and knowledge involve implementation and management of contaminant investigations and remediation design at hazardous materials or waste sites along with regulatory compliance and hazardous waste reduction protocols for a major petrochemical client. Additionally, he has pervasive experience in site remediation of soil and groundwater contamination, environmental permitting and regulatory compliance for civil engineering projects, and due diligence and regulatory compliance for commercial and industrial real estate transactions.

He maintains a comprehensive knowledge of state, county and local regulatory and permitting requirements as they relate to the planning and implementation of engineering, utility and environmental projects, as well.

John serves as Director of Corporate Strategy and General Counsel, where he brings exceptional experience in M&A, private equity, and corporate strategy from his time at Polsinelli and a leading global law firm in New York. At CP John is responsible for defining, developing, and executing CP’s long-term goals and strategic initiatives which will drive growth.

Eric A. Dahlquist is a highly accomplished construction executive with over 25 years of experience leading complex infrastructure and capital improvement projects across the federal, state, municipal, and private sectors. He brings broad-ranging expertise in project management, construction oversight, QA/QC compliance, constructability and plan reviews, and strategic coordination between contractors, clients, and stakeholders.

A U.S. Marine Corps veteran and USACE Construction Quality Management–certified professional, Eric is known for his disciplined leadership, problem-solving acumen, and results-driven approach. He has overseen the successful delivery of projects ranging from targeted renovations to major programs exceeding $100 million in value.

Eric has played a key role throughout all phases of project development and execution, including planning and design coordination, proposal and scope evaluation, construction administration, budgeting, and project closeout. His experience spans vertical and horizontal construction, federal facility upgrades, public utility infrastructure, and commercial developments. With a deep commitment to quality, operational efficiency, and client satisfaction, Eric is a trusted leader who consistently delivers projects on time, on budget, and to the highest standards of performance.

Tony Pugliese brings more than 30 years of executive leadership experience in the utility industry to CP Engineers. Prior to joining the firm, he held senior leadership roles with South Jersey Industries and Elizabethtown Gas, where his responsibilities spanned field operations, emergency response, regulatory affairs, enterprise risk management, physical security, capital planning, and utility infrastructure operations.

Throughout his career, Tony has led high-performing teams through major operational transitions, guiding organizations through initiatives focused on safety, reliability, compliance, customer service, and operational performance. He has worked closely with regulators, municipal leaders, executive teams, and boards of directors on complex utility and infrastructure matters.

As Director of Utilities at CP Engineers, Tony leads the continued growth of the firm’s utility practice, expanding capabilities in program management, construction management, utility coordination, and infrastructure support services. His leadership and deep industry relationships strengthen both the Construction Services Group and CP Engineers as a whole.

Mike Welty brings more than 20 years of business development, strategic partnership, and revenue growth experience to CP Engineers, spanning the architecture, engineering, construction, commercial real estate, and building technology industries. Prior to joining the firm, he led his own business development consulting practice, advising commercial real estate clients on growth strategy and market expansion.

Throughout his career, Mike has held business development leadership roles supporting engineering, construction, and commercial real estate organizations, where he cultivated strategic partnerships, expanded client relationships, and generated new business opportunities across the commercial, industrial, manufacturing, healthcare, and life sciences sectors.

At CP Engineers, Mike focuses on expanding the firm’s Commercial & Industrial Services practice while supporting strategic growth across all business lines. Known for building long-term client relationships and identifying opportunities well before projects reach the RFP stage, he works closely with owners, developers, architects, contractors, and institutional clients to connect complex facility challenges with practical engineering solutions.

Frank Zgoda serves as CP Engineers Vice President of the Water Resources Group, as well as the Manager of the State College, Pennsylvania Office. Frank is a licensed Professional Engineer with more than 15 years of experience in multiple engineering fields and project management.

Frank possesses diverse technical skills developed through his experience in consulting and facility engineering, as well as substantial construction and manufacturing experience. He is an expert in project development, design and construction in both the public and private sectors. In addition, he is an effective communicator with excellent interpersonal skills.

During his career he has managed projects of various sizes and complexities, including planning and preliminary design, detailed design and contract document preparation, bidding and/or contract negotiation, construction management and contractor coordination.

Brian Book is CP Engineers Vice President working out of our State College PA office, where he specializes in water, wastewater and environmental engineering projects with municipalities and private clients. Brian has more than 30 years of experience and has a wide range of expertise in the areas of planning, financing, design, construction and start-up of water and wastewater systems.

His work specializes in the areas of wastewater treatment process design, water & wastewater utility development, buried water and wastewater utilities, regionalization studies, planning studies, project funding and grantsmanship, water reuse and sustainability. Brian has significant experience in ensuring regulatory compliance, enabling his clients to achieve their environmental and operational goals.

As an Associate Vice President of CP Engineers, David is the Group Manager of the Municipal Group. David brings more than 30 years of diversified experience in municipal engineering, transportation engineering, and residential construction contracting

Throughout his career, David has served as Engineer of Record (EOR) and Board Engineer for numerous municipalities across Somerset, Essex, Morris, Union, Passaic, and Bergen Counties. His expertise spans roadway reconstruction and resurfacing, intersection improvements, streetscape redevelopments, athletic facilities, playgrounds, drainage improvements, sewer and water infrastructure, and municipal facility construction and rehabilitation.

David has reviewed development applications and provided testimonial support to Planning and Zoning Boards, and conducted inspections on active development projects. He has developed and maintained operating and capital budgets and has implemented policy and enforced ordinances. He has extensive experience coordinating with multiple municipal divisions such as Public Works, Recreation, Water, and Sewer Departments to achieve high quality work product and has a proven ability to effectively supervise staff and manage demanding projects

Ed Hennessy is Associate Vice President of Human Resources, where he is responsible for recruiting, staff development, and retention. In this capacity, he also oversees the firm’s corporate personnel policies, ensuring they add ongoing value to team members.

Ed began his career in 2009 after receiving his BA in Political Science from Saint Peter’s University. His first foray into Human Resources began with Baseil Associates, Inc., where he spent nearly a decade managing talent acquisition for the business. From there, he moved into a Human Resources Generalist position with Kearfott Corporation before joining CP in early 2022.

With advanced expertise in HR, recruiting, and talent development, Ed plays a crucial role in driving growth for the business through the people that power it. With a positive leadership style that’s grounded in empowerment, he sets the tone for the employee experience while ensuring a productive and healthy working environment.

Ed is also a member of the Society for Human Resources Management, an organization that’s committed to creating better workplaces where employers and employees thrive together.

As an Associate Vice President of CP Engineers, John is responsible for client account management in the Civil/Municipal sector. John manages projects from concept through construction and oversees project teams. He provides project management and engineering services to both municipal and private clients.

John is a licensed Professional Engineer and a Certified Municipal Engineer with significant experience in municipal improvement, land-use, site development, and environmental permitting projects. He has designed various site/civil, roadway improvement and stormwater management projects for both public and private clients. His experience also includes recreation projects such as the design and layout of athletic/recreation field facilities and pedestrian trail systems.

John has provided engineering design and consulting services for numerous New Jersey municipalities. He has served as the Board Engineer for the City of Orange Township Planning Board from 2023 to present.

Jeff Longberg is CP Engineers Associate Vice President and our Managing Construction Inspector, where he leads the Construction Services Group. In this role, he is responsible for leading and developing a high-performing team of inspectors and construction management professionals. Jeff has more than 18 years of experience and has a wide range of expertise in the areas of project management, general construction services, QA/QC Compliance, project engineering, construction inspection and Contractor/Client relations.

Jeff has played instrumental roles in the implementation of several large civil/ environmental infrastructure projects and ocean engineering telecommunications projects through preparation of reports and documents, engineering design work and project execution. Jeff brings to each project extensive project experience, focused attention to detail and sensitivity to client needs.

As Senior Vice President, Steve oversees all engineering services provided by the firm and is responsible for maintaining a comprehensive project quality control and quality assurance program. Steve is passionate about quality and service and has put systems in place to make certain that the firm delivers the highest quality and level of service on every project.

As a licensed Professional Engineer with over 30 years of experience in the civil/environmental engineering field, Steve has managed a diverse portfolio of projects during his career. He has been in charge of major water and wastewater treatment facilities, wastewater collection and conveyance systems, water distribution systems, and solid waste facilities.

Steve has served as Project Manager on a substantial number of complex projects and has played a key role in various stages of the process including planning, design, permitting, financing and contract negotiation, construction management, and startup and testing services. Several of his projects have been praised for their excellence and received prestigious industry awards. Steve’s success comes from extensive experience with an assorted range of projects, meticulousness and accuracy in his work, and sensitivity to client needs.
