Treatment Plant Construction

Warren County (Pequest River) Municipal Utilities Authority

 

C&P recently provided Resident Engineering, Inspection, and Project Management services during the construction of the Authority's award-winning upgraded Belvidere Area Wastewater Treatment Plant. This project included the addition of aerobic and anoxic treatment units, "Upflow Sludge Blanket" Filtration clarifiers, effluent filtration, ultra violet disinfection, chemical feed and storage facilities, and associated process pumping facilities. The firm is presently providing facility "startup", and project "closeout" assistance.

 

The upgraded project was designed by C&P and was funded by way of the New Jersey Environmental Infrastructure Financing Program.

 


 

Sanitary Sewer System

Byram Township

C&P provided project planning and development services which were instrumental in establishing the necessary intermunicipal Agreements to obtain an initial flow allocation GPD through the Borough of Stanhope sewer system for treatment at the Musconetcong Sewerage Authority (MSA) wastewater treatment facility. An amendment to the Township's Wastewater Management Plan (WMP) was prepared by the firm, concurrently coordinated with the MSA Amendment, and subsequently approved by Sussex County and the NJDEP.

C&P provided a full range of engineering support services pursuant to the overall financial implementation of the project, including initial project planning, design, and construction cost estimates; assistance with negotiating developer's agreements and service contracts; coordinating with and advising the Township's Bond Counsel; application to the New Jersey Wastewater Treatment Financing Program for Financial Assistance from the NJDEP, and the NJ Wastewater Treatment Trust; formatting the user rate structure; and other pertinent project financial matters.

Project design phase responsibilities consisted of the preparation of biddable design documents, including the project technical design report, and contract plans and specifications. The project provided for the construction of three (3) miles of gravity sewer and force main, including four (4) new pumping stations, two (2) modifications to existing pump stations, and two (2) stream crossings. Design services also incorporated the preparation of all required project permits including NJDEP Treatment Works Approval, Wetlands, Stream Crossings, NJDOT and County Road openings, and soil conservation. The implementation of this project allowed for the development of a major commercial/ retail development and the future growth of Byram Township in an environmentally sound manner.

C&P additionally provided contract bidding and award services, along with subsequent full time construction inspection and resident engineering.


Wasterwater Conveyance System

Sussex County Municipal Utilities Authority

Cerenzio & Panaro was responsible for managing the project implementation activities of the SCMUA's Upper Wallkill regional interceptor system from its inception. Under this assignment, the firm managed all planning, design, financing, and construction activities for a $25 Million Dollar sewer system involving three (3) regional pumping stations, interceptor sewers and force mains. We were also responsible for carrying out the easement and acquisition program involving thirty-five (35) separate parcels of land. This project was funded by the USEPA and NJDEP, involving eight (8) prime contracts constructed over a three (3) year period.

C&P provided technical and financial planning, design services, resident engineering construction management, and overall project management services for a $4 Million Dollar extension to the SCMUA’s wastewater interceptor system. The project, which includes six miles of force main, two pumping stations, and a corrosion control/chemical injection facility, conveys wastewater from Sparta township to the SCMUA Upper Wallkill System for treatment. These new interceptor facilities allowed for construction of a sewage collection system in Sparta Township to serve it's "Town Center", as well as the Elementary, Middle, and High schools.


Treatment Upgrade Alternatives Study

C&P conducted an evaluation /feasibility study for the upgrade of the Authority’s two (2) 0.5 MGD wastewater treatment facilities for compliance with new NJPDES permit discharge limits. The Study considered all viable options for upgrade, including newly developed technologies.

We worked closely with the Authority in the evaluation process, with careful consideration of both capital and O&M costs, as well as operation complexity, reliability, land requirements, potential for odor generation, and compatibility with future upgrades.


Treatment Plant Upgrade Design

C&P prepared the design and construction plans and specifications for the required upgrade of the Authority's Belvidere Area Wastewater Treatment Plant to allow it to meet new NJPDES permit requirements.

  The upgrade included the new "Upflow Sludge Blanket Filtration" wastewater treatment method to remove carbonaceous BOD, ammonia, and nitrates. This is followed by efflent filtration and ultra violet disinfection.

  C&P also provided overall project management and permitting services, including application for NJEIT low interest funding, and construction phase engineering services, including resident engineering and inspection. 


Feasibility Studies

Sussex County Municipal Utilities Authorities.

 

C&P prepared a detailed feasibility study of alternative methods of providing treatment for the wastewater to be collected by the planned wastewater collection system to serve the Vernon township "Town Center" sewer service area, as well as the planned Mountain Creek Development. This study addressed all issues, including water balance, technical feasibility, capital and operating costs, institutional options, etc. The study concluded that the most viable option is to convey such wastewater to the Upper Wallkill Valley Water pollution Control Plant, with the expansion thereof, and treatment of the new wastewater to class II-A groundwater standards ( total nitrogen less than 10mg/l), with treated effluent being returned via force main to Vernon Township for groundwater recharge. A hydrogeologic analysis was necessary and was prepared as part of this feasibility study to locate a site for groundwater recharge. The conclusions of this study were accepted and endorsed by both the Sussex County Municipal Utilities Authority and Vernon Township, and was approved by NJDEP.


Wet Weather Overflow Treatment system

Awosting STP - West Milford Township MUA (WMTMUA)

C&P assisted the WMTMUA in implementing an interim Wet Weather Overflow Treatment System which has eliminated surcharging of the wastewater collection system and discharge of untreated wastewater during periods of peak infiltration/inflow (I/I). C&P provided the permitting, design and construction oversight for this treatment system which consisted of a lift station, screening, disinfection, and removal of chlorine produced oxidants prior to discharge to surface water. This system is capable of providing thirty (30) minutes of contact time at 145,000 gpd, and has a hydraulic capacity of 800,000 gpd.


Sludge Composting Facility

C&P developed the current enclosed aerated static pile sludge composting process, which has been employed at the SCMUA Upper Wallkill Valley Water Pollution Control Facility since 1986. A computerized temperature feedback system and blower control system, utilizing microcomputers and process algorithms developed by Cerenzio & Panaro, resulted in the Authority receiving USEPA achievement awards for advancing technology related to sludge treatment. We currently provide operations consultation to the SCMUA on the sludge compost process.

C&P also provided project management and oversight for the implementation of the compost facility odor control system.


Treatment Plant Construction

West Milford Township Municipal utilities Authority

C&P recently provided Resident Engineering, Inspection and Project Management services during the construction of the upgrading of the Authority's Bald Eagle Village Wastewater Treatment Plant. This project included the installation of two new RBC units, new circular secondary clarifiers, replacement of existing rotating drum screens, refurbishment of existing denitrification filter unit, and numerous associated plant improvements.

 

The Upgrading project was designed by C&P, and was funded by the way of the New Jersey Environmental Infrastructure Financing Program.

Cedar Grove Township

         C&P recently provided Construction Inspection service's during the construction of a new effluent filtration system for the Cedar Grove Township Wastewater Treatment Plant, and is assisting the township with contract "closeout"
