Solid Waste Facilities Planning, Project Development, and Startup
Sussex County Municipal Utilities Authority

C&P has served as Project Manager for the Sussex County Municipal Utilities Authority (SCMUA) since the delegation of the county's solid waste program to the SCMUA by the Sussex County Board of Freeholders (December 1986). C&P developed the project implementation plan, along with all the necessary engineering reports and documents required to implement the County's planned facilities, and allow for the issuance of Revenue Bonds to fund the solid waste "Project." This Project consisted of the design, permitting, financing, and construction of site infrastructure, Temporary Transfer Station, Solid Waste Landfill, Vegetative Waste Compost Facility, Residents' Convenience Disposal Center, Residents' Recycling Center, Bulky Waste Recycling Facility, leachate storage and unloading facilities, and administrative, service and maintenance buildings.

C&P was the primary firm responsible for the preparation of the Solid Waste Facility Operations and Maintenance Manual, and for developing operating procedures to be utilized at the SCMUA Solid Waste Facility. This included management of the business activities associated with the operation of such a facility.

The firm carried out the major update and codification of the Sussex County District Solid Waste Management Plan. Major components of this update included a Solid Waste Program Financial Plan, Class A&B Recycling Plans, Replacement of Incineration Technology with other volume reduction methods, Solid Waste tonnage projections, countywide sludge management plan, etc. The final SWMP resolved all deficiencies in the prior document, which had been prepared by the County, and provided a comprehensive Plan to guide SCMUA in its efforts to meet State mandated goals. This updated SWMP was approved by NJDEP with minimal comments.


Design Services
Sussex County Municipal Utilities Authority

C&P personnel have design experience regarding various major landfill projects, including the Sussex County MUA Landfill Expansion, which includes a variety of landfill liner and leachate collection systems.

The firm prepared contract plans and specifications for the ten acre Phase 2B landfill cell at the Sussex County Municipal Utilities Authority’s Solid Waste Facility. The cell incorporates a state of the art liner system using GCL's.

The firm has also prepared contract plans and specifications for a Residents’ Convenience and Recycling Center (RC/RC) at the SCMUA’s Solid Waste Facility. The RC/RC provided an economical means for County residents to directly dispose of household solid wastes, and to recycle materials, which is a valuable and highly popular service to the residents of Sussex County.


Resident Engineering & Inspection (RE&I)

C&P has provided construction oversight services on virtually all of the Sussex County MUA Solid Waste Facilities construction projects. The firm provided Resident Engineering Services on a number of projects for the SCMUA, including the Residents’ Convenience Center, the Phase 2B Landfill cell, and the Section I Landfill Capping Project.


Quality Assurance and Services
Warren County Pollution Control Financing Authority

C&P has significant experience relative to QA services for the installation of HDPE liners, PVC liners, Geotextiles, geosynthetics, clay liners, leachate piping, drainage netting, landfill gas piping, sand and stone protective cover, and landfill subgrade development. We provided complete QA services for Cell 3 at the Warren County Pollution Control Financing Authority’s (PCFA) solid waste landfill.


Permit Compliance
Sussex County Municipal Utilities Authority/Warren County Pollution Control Financing Authority

C&P provided consulting engineering services to the SCMUA on their DSW, SIU, and DGW permits for its solid waste facility, and the General DGW Permit for Stormwater Basins at Solid Waste Facilities. This office provided reports and technical justification for modifying the monitoring program at SCMUA's facilities, which has reduced annual site monitoring costs by over $200,000 per year. We also prepared a Stormwater Pollution Prevention Plan (SPPP), as required under the NJPDES-DSW permit. The firm prepared the necessary engineering reports which provided the basis to revise the SIU permit limits for landfill leachate to conform with the acceptable hydraulic and pollutant load limits at the receiving treatment plant.

The firm has developed a groundwater monitoring program (Ground Water Protection Program Plan) for the SCMUA and PCFA solid waste sites, which complies with all requirements of the USEPA RCRA Subtitle D regulations and NJDEP's Regulations governing monitoring of solid waste landfills. This included the development of a groundwater monitoring system (wells), landfill liner integrity monitoring, development of background groundwater quality (passing below the landfill), and appropriate statistical procedures to evaluate groundwater monitoring data obtained by the detection monitoring program.

Cerenzio & Panaro also spearheaded a successful request for an increase to the allowed elevation limit for the SCMUA Solid Waste Landfill, which increased capacity by 186,000 cubic yards. This increase in capacity resulted in increased revenues of more than $12,000,000, with minimal capital outlay ($20,000 in Engineering fees).

The firm has also been responsible for obtaining all Air Permits associated with SCMUA's Solid Waste Facility.


Closure / Post Closure Care Plan
Sussex County Municipal Utilities Authority

The firm prepared an update to the SCMUA Closure/ Post Closure Care Plan (prepared by others) which more accurately projected the funds required to close the landfill and maintain it for the thirty (30) year post closure care period. The more accurate evaluation of future monitoring and maintenance costs developed by C&P in said update saved the Authority millions of dollars in excess contributions to the Closure/Post Closure Care fund, which would have been unrecoverable without this effort, and allowed the Authority to reduce tipping fee rates to reflect this savings.


Landfill Capping
Sussex County Municipal Utilities Authority

C&P served as Project Manager for the design of the thirteen (13) acre Section 1 Landfill Cap. We provided Resident Engineering and Inspection services during construction of the Phase 1 cap, including QA and final certification.



Residuals Management Facility Construction

Washington Township Municipal Utilities Authority.

 

C&P recently assisted the authority by providing resident engineering, inspection and project management services during the construction of the new residuals handing facility.

 

This project included a new gravity thickener unit, final clarifier sludge removal improvements, new sludge holding tanks, improvements to influent screening facilities, chemical feed system, process pumping facilities, and other related improvements. 

 

This project was designed by C&P. The firm is currently providing "startup" assistance.


 

New Truck Scale Facility

Sussex County Municipal Utilities Authority

 

C&P is presently providing resident engineering, inspection, and project management services during the construction of the SCMUA Solid Waste Facilities new "Truck Scale Facilities". These new facilities were designed by C&P.

 

This project will upgrade the existing truck scale facilities through modernization and enlargement of the scale system, thereby improving traffic flow through the Solid Waste Facility Site.
