Sussex County Municipal Utilities Authority

Solid Waste Complex - Landfill Phase 3 Cell, Section 2 Final Cap, Gas Extraction and Flare Facility and Landfill Gas To Energy Project

C&P recently completed two major solid waste projects for the SCMUA. The Phase 3 Cell, a total of 17.5 acres, was completed in late 2007, and the Section 2 Final Cap was completed in October 2008. Both projects were completed on schedule and under budget. The Phase 3 Cell will provide for disposal of Sussex County’s solid waste through 2017. The cap permanently closed approximately 8 acres of landfill and provided infrastructure for landfill gas extraction. A new landfill gas extraction and flare facility was also completed in 2008. C&P is also currently assisting the Authority in implementing a landfill gas to energy project which will generate electricity from landfill gas collected from these and other areas of its active landfill.

Upper Wallkill Valley Water Pollution Control Facilities Phase 3 Expansion

 

Construction began in August 2008 on this project, culminating years of planning, design, permitting and financing services provided by C&P.  This project consists of four separate contracts (wastewater treatment plant upgrade/expansion, force main, pumping station upgrade/expansion and groundwater recharge facilities), which, when completed, will serve the current and future wastewater needs of the Town Center area of Vernon Township and the Mountain Creek Resort. 

 

The project also includes an innovative system to return highly treated wastewater, using Membrane Bioreactor technology,  back to the aquifer from which it was withdrawn  via a series of recharge fields. This is an important component of the project, since the groundwater in the area is heavily utilized for residential, commercial, golf course irrigation, snow making and water park purposes.  The Phase 3 Expansion is scheduled to be completed in early 2010.

 Paulins Kill Valley Water Reclamation Facilities

 C&P assisted the Borough of Branchville and the Sussex County Municipal Utilities Authority in their funding application to the U.S. Department of Agriculture’s Rural Development Program (USDA-RD) for a much needed wastewater system to serve the Borough and portions of Frankford Township.  The proposed Paulins Kill Water Reclamation Facilities include a collection system, multiple pumping stations, an advanced wastewater treatment plant and groundwater recharge fields.  The system will eliminate inadequate and malfunctioning septic systems and improve both surface and groundwater quality in the area.

 USDA-RD awarded the applicants a total of $6,750,000 in grants and $8,250,000 in loans to design and construct this project, the largest award ever by USDA-RD in New Jersey.  Throughout the past year, numerous environmental, contractual, administrative and financial issues have been addressed by C&P, and the project is entering the design phase in early 2009, with an anticipated period of construction beginning in mid-2010 and concluding in late 2011.

West Milford Township Municipal Utilities Authority

 

Awosting WWTF Upgrade and Bald Eagle Village WWTF Sludge Holding Tank Replacement

 

In 2008, C&P completed the Phase 2 and 3 Sewer Rehabilitation Program and Outfall Relocation for the West Milford Township Municipal Utilities Authority’s Awosting Wastewater System.  In 2008, C&P also performed a feasibility study for the upgrade of the Awosting Wastewater Treatment Facility, and assisted the client in determining the most appropriate alternative to assure adequate future hydraulic capacity and permit compliance for expected more stringent effluent limitations in the facility’s NJPDES permit.   As a result, the client authorized C&P to design an upgrade of the Awosting Wastewater Treatment Facility to convert it to a Membrane Bio-Reactor (MBR) facility, and further authorized the replacement of the Sludge Holding Tank at the Bald Eagle Village Wastewater Treatment Facility and the purchase of a sludge pumper tank truck to service all of the Authority’s facilities.  C&P assisted the client in preparing funding applications to the N.J. Department of Environmental Protection and the N.J. Environmental Infrastructure Trust for these projects.  The final design, permit applications and loan application were submitted to NJDEP in early 2009, with construction expected to commence in October 2009  and be completed by February 2011.  C&P also assisted the client in negotiations with NJDEP to amend an existing Administrative Consent Order to allow additional time for this major upgrade to take place.
